upgrade layer7 to the latest version and add fixes for 2.6.21 and 2.6.22-rc - compile tested on .21, run time tested on .22-rc6

Remove patch-cmdline from the packages and move it tools tools/. adm5120 and rb532 do use it for procuding ready-to-use kernels (#1631)

massively reduce the number of forks that busybox ash has to do while processing our scripts
this is accomplished simply by changing the order in which it looks for builtins and applets
